LMS, LCMS, and Authoring Tools...A Testing/Evaluating Lab...To be King for a Day!!!

I was curious that if all the content developers of this group were to have a place to test course content within a "testing" environment, what basic functions would you expect to have within it (cross-vendor, remote access) regarding an LMS or LCMS. Also, Authoring Tools is always something that everyone would like to access if only to evaluate one or more before making any decision of purchase prior to adding to one's development toolkit. If you were King or Queen for a Day, what would you envision ???
