Your last comments about competencies and create opportunities for people to find their learning path, made me think of (I have mentioned it a couple of times, forgive me if I am being "pushy") a big project in Europe, called TENCompetence. TENCompetence is a 4-year EU-funded Integrated ISTTEL project aiming at the development of a technical and organizational infrastructure for lifelong competence development.
This infrastructure is composed of open-source, standards-based, sustainable and innovative technology (Koper & Specht, 2007).
They use a tool, called Personal Competence Manager, which supports users in managing their personal competence development.
Anyway, not saying that you will find all the answers (of course! always more questions than answers), I believe you can find some useful information on their website and in their papers. Website is http://tencompetence.org
